Survey on the COVID-19 impact on fundamental rights and civic space

As part of a research conducted jointly by Civil Society Europe, European Civic Forum, European Center for Not-for-Profit Law and Institute for Public Affairs and commissioned by the European Economic and Social Committee (EESC), all interested civil society organisations are invited to complete a survey. The aim is to understand the challenges civil society organisations (CSOs) in Europe have faced as a result of the COVID-19 pandemic, how these obstacles have influenced CSOs operation and what are the policy options available to tackle them.

The survey is composed of 16 questions and should take no longer than 15 minutes. The responses gathered through the survey will be analysed in an aggregated and anonymous manner. The knowledge gained will be used to plan and implement the next stages of the study focused on the forms of support that organisations require at national and European level. The outcome will be a study containing a set of recommendations concerning the necessary legislative and institutional measures which we will address to the EESC and other European institutions.

In this study we adopt a broad definition of “civil society organisations” (CSOs) as defined by the EESC including:
“• the “labour-market players”, i.e. the social partners;
• organisations representing social and economic players that are not social partners in the strict sense of the term;
• NGOs (non-governmental organisations) which bring people together in a common cause, such as environmental organisations, human rights organisations, consumer associations, charitable organisations, educational and training organisations, etc.;
• Community-based organisations (i.e. organisations set up within society at grass-roots level which pursue member-oriented objectives), e.g. youth organisations, family associations and all organisations through which citizens participate in local and municipal life;
• religious communities.”

The survey is multilingual: English, French, Spanish, Italian, Romanian, and German. Soon it will be available in Polish, Hungarian, Czech, Greek and Dutch.
