FROM THE CHARTER OF FUNDAMENTAL RIGHTS TO THE EUROPEAN CONSTITUTION

The Ampel Program is an important step in the way of a more democratic and resilient Union.

It is an important step because it has broken the taboo of the reform of the treaties.

It is an important step because it underlines the role of the citizens in the European public space.

It is a main step because it supports the federal aim of the European integration.

Moreover, it is a main step because it establishes s link between the future of Europe and the human rights protected by the EU Charter.

This binding Charter has a clear primacy on the national and European laws and treaties because it represents the updated content of the Rule of Law within the European Union.

As many NGOs have asked in their declarations before and during the COFE, the endgame of the debate should be a constituent process going beyond the Lisbon Treaty that has been signed fourteen years ago in a different international and European situation.

We are living now in a world where the primacy of human dignity has been forgotten in various parts of the planet and even in Europe.

When the building site of the EU reform will be open – as soon as possible – the content of the Charter should be framework of the new rules concerning the shared competencies between the European, the national and the local levels, the development of the common policies and the strengthen of a true, European democracy.

The European Movement in Italy asks the Civil Society Convention to “translate” the Charter in the main principles of a European Constitution and support the idea that a constituent process will be open by the European Parliament after the COFE in view of the European election in May 2024.
